SPRINGFIELD, Mass. (AP) - The consultant hired by Springfield to review three casino proposals for the city has promised transparency in the process.

The City Council and its appointed Casino Site Committee met with representatives of consultant Shefsky & Froelich to learn about current and future steps for reviewing projects. The meeting was in response to concerns raised by city councilors and residents.

Cezar Froelich, chairman of Shefsky & Froelich, said the process thus far is to determine if the three companies submitting proposals are qualified. The second phase, beginning Nov. 1, will be far more comprehensive, and the proposals far more detailed regarding the casino plans, impacts of each plan, jobs, revenues and other issues.

The Republican reports that Froelich said the council will be fully informed and part of the process.
