ALBANY, N.Y. — In an offhand comment during a recent interview, “Wizard of Oz” director Maggie Mancinelli-Cahill noted that Halo Douglas, the 5-year-old Shih Tzu-Yorkie mix who is playing Dorothy’s beloved dog Toto in theREP’s gloriously theatrical production, is so adorable and captivating “we could probably put her center stage for the whole evening and play ‘Somewhere Over the Rainbow’ and it would be enough.”
