Allegations of racial and sexual misconduct by a former Williamstown police chief and a former sergeant were supported by the results of two different independent investigations. In one final report to the Select Board submitted by investigator and attorney Judy A. Levenson, both former Sgt. Scott McGowan and former Police Chief Kyle Johnson were found to have “initiated, participated in and tolerated” sexually and racially charged “offensive comments and conduct within the department.”
