Cannabis business seeks approval to open growing facility in Cheshire


CHESHIRE — The Select Board is considering a proposed host community agreement for a marijuana growing/process facility on the east side of town.

The agreement is the first step of several in the local approval process before Stafford Green Inc. can be issued a state license from the Cannabis Commission Control.

The Cheshire Planning and Zoning boards would also have to sign off on the project. The cannabis products produced would be sold only to wholesalers and retail shop owners, according to the agreement.

"Once we have the HCA, we will apply for the license," Francis Maguire, of Stafford Green, told the Select Board at its regular Tuesday night meeting.

"We'd like to take a week to review it," said board Chairwoman Carol Francesconi. The board could vote on the agreement as soon as next Tuesday.

Stafford Green plans to erect a nonpermanent 42-by 60-foot greenhouse on land the company owns at 80 Stafford Road, just off Windsor Road.

An 8-foot chain-link fence with barbed wire along the top of would surround 4 of the 34 acres being developed. According to Maguire, up to four fir trees will be planted on the southeastern side to shield the development from a next-door neighbor.

Maguire had told the Select Board at a previous meeting he plans to employee eight to 12 people during the first year of the seasonal operation.

In addition to local tax revenue Stafford Green generates for the town, it will make five annual payments of $5,000 each to mitigate the operation's impact on town services. The first payment would be due Dec. 1, according to the proposed agreement.
